The list of 11 sectors under NIS2 considered most critical, whose in-scope organisations are classified as essential entities.

Covers energy, transport, banking, financial market infrastructure, health, drinking water, waste water, digital infrastructure, ICT service management, public administration, and space. Being listed in Annex I does not by itself put an organisation in scope — the size thresholds still apply — but a large organisation in one of these sectors is normally an essential entity, with proactive supervision and the higher penalty ceiling.
