MSB

The Swedish Civil Contingencies Agency, the central coordinating authority for NIS2 in Sweden.

MSB (Myndigheten för samhällsskydd och beredskap) is Sweden's Civil Contingencies Agency, responsible for civil protection, public safety, and emergency management. Under Cybersäkerhetslagen, MSB holds a central role in Sweden's NIS2 implementation: it coordinates the national framework, issues regulations and guidance for in-scope entities, and operates CERT-SE, Sweden's national CSIRT. Day-to-day supervision of individual entities is handled by sector-specific supervisory authorities (for example within energy, health, transport, and financial infrastructure), while MSB provides the common infrastructure: registration, incident reporting channels, and cross-sector coordination. MSB also represents Sweden in EU-level cooperation structures such as the NIS Cooperation Group.

Why it matters

For Swedish entities, MSB's regulations and guidance documents translate the law's general requirements into concrete expectations. Following MSB's published guidance is the most direct way to build a defensible compliance position in Sweden.
